* **Table of Contents Formatting:** ✔️ Yes, the Table of Contents is properly formatted.
* **File Download Barriers:** ✔️ No barriers to downloading the MRFs.

**Overall Assessment:** As of April 2024, Independence is now compliant, their files are accessible, if not a bit large, and they do contain a lot of providers without rates, but that is typical for the Blues. Thank you Independence!
